It may seem incredibly basic...
But your best bet is 'friends'. Put the word out amongst your friends, co workers and, in particular, ask the people at the hall!
Their interest in you having a wonderful experience is very high and very personal, so they will steer you to people of high reliability, who will provide you with what you want on the budget you have in mind!
There is nothing like a fresh, personal, reference, especially with caterers!

Ask the director at the hall who he/she recommends. Look in the Yellow Pages, ask friends if they have used a caterer, contact each caterer that appeals to you, interview them, discuss cost per head and menu, TASTE the food prior to hiring them. (Any reputable caterer will give you a sample tasting of their work if you are serious about hiring them) ASK FOR REFERENCES if no one you know has used them, or even if they have. Have a contract in writing. (Keep in mind......caterers will need to supply the staff to serve also, in most cases, as well as chafing dishes, serving platters, etc.)
