Are restaurant owners considered licensed caterers?

I am planning an event and the venue only allows licensed caterers to serve food. It's not a big budget event and I'm trying to save money any way possible. I've been shopping around and the prices (even for heavy hors d'oeuvres) are really high per person. I have a family friend that owns a restaurant and would be willing to provide a full meal for free but I'm unsure if she would be approved by the venue.

Ask the venue if they have a list or ask them this same question.

I think so. I know that in order to handle food you need a food license so I assume that restaurant owners are caterers. I'm sure she would be approved by the venue.
