Do you need a business license or permit to be a home-based caterer in Maryland?

I'm starting a catering business out of my home and need to know if a business license and/or permit is required? I know you're not supposed to cook the food for sale out of your residential kitchen, but do you still need a license? If so, does anyone know of a licensed facility in the DMV Metro area?Do you need a business license or permit to be a home-based caterer in Maryland?
One, you need a license and in order to get a license, you have to have a licensed and inspected facility. You can have a home-based catering business that uses a kitchen there, you just can't sell the food. However, you need a zoning permit to do this, and then you have to build a separate commercial kitchen.
